    Union Releases Formula to Help Public Servants Calculate Retroactive Pay for 2018–2023 Period

    Subject: Algorithm for Public Servants Retroactive Payment Calculation (2018-2023 Contract Period)

    Dear Sisters and Brothers,

    The Antigua and Barbuda Trade Union Congress acknowledges that many eligible public servants remain uncertain about how to determine the final retroactive amount owed for 2018 – 2023 contract period.

    To address this, we are sharing the following algorithm to assist you in overcoming this issue.

    _For Public Servants Employed January 1, 2019 to December 31, 2023_

    1. Multiply your substantive salary as ofJanuary 1, 2019 by 0.05 then by 12.

    2. Multiply your substantive salary as of January 1, 2020 by 0.092 then by the number of months you work from 2020 – 2023.

    3. Add the result from steps 1 and 2.

    4. Add the extra month’s salary you received in 2022, 2024 and 2025.

    5. Subtract your previous result from step 3. The answer represents the final retroactive amount owed.

    Example Calculation – Public Servant X

    Employment Period: January 1, 2019 to beyond December 31, 2023

    Substantive Salary (as January 1, 2019): = $2754.00

    Months worked (2020 – 2023): 48

    Extra Month’s Salary Received :

    ~2022 = $2754.00

    ~2024 = $3008.00

    ~2025 = $3392.00

    Step by Step application

    1. 2019 Component : $2754 x 0.05 x 12 = $1652.40

    * 2020 – 2023 Component : $2754 x 0.092 x 48 =$12,161.67

    * Subtotal: $1652.40 + $12,161.67 = $13,814.07

    * Extra Month’s Salary (2022, 2024, 2025): $2754 + $3008 + $3392 = $9,154.

    * Final Retroactive Payment : $13,814.07 – $9154 = $4660

    Public Servant X’s final retroactive payment = $4660.00

    _For Public Servants Employed January 1, 2020 to December 31, 2023_

    1. Multiply your substantive salary as of January 1, 2020 by 0.092 then by number of months you work from 2020 – 2023.

    2. Add the extra month’s salary you received in 2022, 2024 and 2025.

    3. Subtract your previous result from step 1. The answer represents the final retroactive amount owed.

    Example Calculation – Public Servant X

    Employment Period: January 1, 2020 to beyond December 31, 2023

    Substantive Salary (as January 1, 2019): = $2754.00

    Months worked (2020 – 2023): 48

    Extra month’s salary Received:

    ~2022 = $2754.00

    ~2024 = $3008.00

    ~2025 = $3392.00

    Step by Step application

    1. 2020 – 2023 Component : $2754 x 0.092 x 48 = $12,161.67

    * Extra Month’s Salary (2022, 2024, 2025): $2754 + $3008 + $3392 = $9,154

    * Final Retroactive Payment : $12,161.67 – $9154 = $3007.67

    Public Servant X’s final retroactive payment = $3008.00 (rounded to the nearest dollar). The congress hopes that the preceding assist eligible public servants in verifying, their entitlement and ensures transparency in the calculation of the retroactive payment.

    The Antigua and Barbuda Trade Union Congress also advises that all public servants report any discrepancies in relation to the final retroactive payment (2018 – 2023) to their bargaining unit, the relevant department within the Ministry and/or treasury.helpdesk@ab.gov.ag at the appropriate time.
