REPORT FROM THE CABINET OF ANTIGUA AND BARBUDA
MEETING OF WEDNESDAY 6thMay 2026

The first Cabinet Meeting following the successful re-election of the Gaston Browne administration with a greater mandate was held on Wednesday 6th May, 2026. No official business was conducted during the meeting, however a few decisions were made.

The Cabinet Meeting commenced with the Cabinet Secretary Reading from the Book of Isaiah 40:31 which says: “But they that wait upon the Lord shall renew their strength; they shall mount up with wings as eagles…”

The Cabinet Secretary says that this verse reminds us that strength does not come only from our own ability, but from trusting God in seasons of waiting, struggle, and uncertainty. Life can leave us weary and discouraged, but God promises renewal to those who depend on Him. Like the eagle that rises above the storm, we too can rise above fear and exhaustion when we place our hope in the Lord. Waiting on God is not weakness; it is faith in action.

The Cabinet Secretary in praying thanked God for being our source of strength and hope. When we become tired, discouraged, or overwhelmed, help us to wait patiently on You and trust in Your perfect timing. Renew our hearts, minds, and spirits each day. Teach us to rise above every challenge with courage and faith, knowing that You are always with us. Give us endurance to run our race without giving up and peace to walk through every season confidently in Your care,” he prayed.

1. Prime Minister of Antigua and Barbuda on Wednesday convened the first Cabinet meeting of the Government’s new term, delivering a strong message of accountability, unity, humility and service to the people of Antigua and Barbuda.

Addressing ministers and Ministers of State, Prime Minister Browne emphasized that the renewed mandate entrusted to the administration carries an even greater responsibility to deliver tangible improvements in the lives of citizens and residents.

The Prime Minister underscored that the Government’s focus will remain firmly centered on improving roads, expanding access to reliable water distribution, accelerating housing development, strengthening healthcare and education, and improving overall public infrastructure throughout the country.

Prime Minister Browne called on all ministers to demonstrate “stellar and excellent leadership,” noting that the administration has both the experience and capacity to be remembered as one of the most effective governments in the nation’s history.

“The people are looking for results,” the Prime Minister stated. “We must work with purpose, intensity and discipline to ensure that we continue improving the living standards of our people.”

During the meeting, Prime Minister Browne stressed the importance of accountability and performance across all ministries, making clear that inefficiency and underperformance will not be tolerated. He urged ministers to remain actively engaged with their ministries, constituencies and communities, while maintaining regular communication with citizens.

The Prime Minister also highlighted the importance of humility and grassroots engagement, encouraging ministers and parliamentarians to remain accessible and connected to the people who elected them.

Senior members of the administration echoed the Prime Minister’s sentiments, encouraging younger ministers and parliamentarians to continue developing their leadership, communication and governance skills while remaining grounded in service to the people.

Prime Minister Browne further emphasized the need for unity within the governing team, warning against internal division and individualism. He reiterated that the administration’s strength has always been rooted in collective leadership and a shared commitment to national development.

The Cabinet also discussed strategies to deepen community engagement through more frequent outreach initiatives, constituency meetings and town hall engagements aimed at strengthening participatory governance.

The Prime Minister encouraged all members of the administration to prioritize their health and well-being to maintain the energy and focus necessary to effectively manage their responsibilities.

The meeting concluded with a renewed commitment by Cabinet members to work diligently and collaboratively in advancing the Government’s development agenda and delivering meaningful progress for the people of Antigua and Barbuda.

2. The Cabinet of Antigua and Barbuda paid tribute to the late Mary-Clare Hurst, describing her as a devoted public servant, committed party stalwart and pioneering national figure whose contributions to the country and the Antigua and Barbuda Labour Party will long be remembered.

Cabinet members observed a moment of silence in honour of the former senator and former Minister of State in the Ministry of Tourism, reflecting on her years of dedicated service to national development and political organization. Prime Minister Gaston Browne and ministers praised Hurst’s unwavering loyalty, professionalism and commitment to strengthening both the Labour Party and the institutions of Antigua and Barbuda.

The Cabinet noted that Hurst broke barriers throughout her distinguished career, becoming the first woman to serve as General Secretary of the Antigua and Barbuda Labour Party. She also served with distinction as a government senator, Leader and Deputy Leader of Government Business in the Senate, and Minister of State in the Ministry of Tourism and Economic Development. Cabinet members further recognized her leadership at the Antigua and Barbuda Port Authority as Chairman, where she earned widespread respect for her professionalism and administrative competence.

Ministers also acknowledged Hurst’s passion for mentorship, youth development and public service, noting that she played an important role in nurturing young leaders and helping to modernize political and public sector institutions. Cabinet described her as a resilient, compassionate and disciplined individual whose legacy of service and dedication will continue to inspire future generations.

Cabinet further announced that, in recognition of her outstanding contribution to national development and public service, the late Mary-Clare Hurst will be accorded an Official Funeral. The Cabinet expressed its profound gratitude for her many years of loyal and distinguished service to the people of Antigua and Barbuda and extended sincere condolences to her family, friends, colleagues and supporters during this period of mourning.

3. The Treasury Department, has issued a comprehensive update regarding the ongoing disbursement of retroactive salary payments (back pay) to eligible public sector employees.

As of Wednesday 29, April the Treasury Department has issued payments to eligible public sector workers in all Ministries and Departments:

The Treasury Department has been aiming to complete most of the retroactive pay during the month of April 2026. A further update will be issued on May 15.

4. The Hon. Attorney General informed the Cabinet of the following dates for the meeting of the Upper and Lower Houses of Parliament:

18th May – Lower House of Parliament will meet to elect the Speaker and Deputy

Speaker of the House. Elected members will also be sworn in during the sitting. The Government will put forward Osbert Frederick as Speaker and Dr. Philmore Benjamin as Deputy Speaker

20th May – The Upper House of Parliament will meet to elect the President of the

Senate and Deputy President. Senators will also be sworn-in during the sitting. The Government will put forward Alincia Williams-Grant as President and Philip Shoul and Deputy President.

26th May – His Excellency the Governor General Sir Rodney Willilams will

present the Speech from the Throne.

5. Prime Minister Gaston Browne informed Cabinet that a Service of Thanksgiving will be held on Sunday, 17th May, at the St. John’s Pentecostal Church House of Restoration in celebration of the victory of the Antigua and Barbuda Labour Party at the polls. The Prime Minister encouraged ministers, parliamentarians, party supporters and members of the public to attend the service in gratitude for the confidence reposed in the administration by the people of Antigua and Barbuda and to seek continued guidance and strength as the Government embarks on its new term in office.
