The 2025 Government AI Readiness Index, published by Oxford Insights, measures how prepared governments are to harness artificial intelligence (AI) for public benefit, across 195 countries.

This year’s edition uses a revised six-pillar framework: Policy Capacity, AI Infrastructure, Governance, Public Sector Adoption, Development and Diffusion, and Resilience.

Across CARICOM, rankings span from 93rd to 189th globally. Jamaica is the only member state in the global top 100, a position Oxford Insights credits to the country’s newly published AI strategy.

Trinidad and Tobago (122nd) and The Bahamas (126th) form a second tier, while the remaining 11 member states rank between 144th and 189th.

Each country is also scored from 0 to 100 on each of the six pillars. Averaged across CARICOM, AI Infrastructure is the region’s strongest area at 33, followed by Governance and Resilience at 29 each. Policy Capacity, and Development and Diffusion both trail at 13.

Together, the data points to a region with stronger digital infrastructure foundations than national AI strategies and applied AI work.
