It is an open secret that one specific inmate is allowed to act like the boss of the entire division. She gets special deals, special food, and special protection.

And because you and your officers are preoccupied protecting this corrupt arrangement, the division is out of control.

While you fail to contain corruption, the inmates are running wild: Is it true, Matron, that open lesbian relationships are being conducted right under the noses of you and your staff?

The inmates know your officers are either too busy or too weak to enforce the rules, so discipline has collapsed.

The taxpayers demand accountability for the officers who are giving this inmate boss special privileges, and we demand you restore basic order.
