Cabinet has appointed Kem Hodge as facilities manager at Pelican Court, where management teams will oversee maintenance and occupancy rules at the new housing development.
Director General of Communications Maurice Merchant announced the appointment during Friday’s post-Cabinet media briefing, describing Hodge as someone familiar to residents of Point and Villa who has been working in the community.
“He has been appointed by Cabinet as the facility manager, and a number of other committees or management teams will be selected to manage the property,” Merchant said.
The appointment forms part of arrangements to oversee the development as former Booby Alley residents and other eligible occupants prepare to move into their homes.
Merchant said Cabinet had approved clear rules governing occupation and maintenance, with management expected to address conduct that could affect residents’ safety and quality of life.
He identified drug trading and excessive noise among the issues to be controlled.
“Certain activities will not be permitted in Pelican Court, and that is trade in drugs and controlled substances,” Merchant said, adding that noise levels would also be addressed.
He said the intention was to make Pelican Court a model residential development in Antigua and Barbuda.
The briefing did not detail the membership of the planned committees, Hodge’s specific enforcement powers or the procedures for handling breaches of occupancy rules.
Cabinet also directed agencies to expedite surveys, condominium registration and ownership transfers as part of the wider arrangements for residents to occupy the Chinese-funded development.
