The Ministry of Information Communication Technologies (ICTs), Utilities and Energy is pleased to announce the participation of Ms. Isoke Perry, Director of the eGovernment Department, and Ms. Heidi Skerritt, Digitization Manager, in the Singapore–Chile Third Country Training Programme: Workshop on Digital Government , held from 22–26 June 2026 in Santiago, Chile.

Jointly sponsored by the Singapore Cooperation Programme and the Chilean International Cooperation Agency for Development (AGCID), the workshop brought together public sector leaders from across the Caribbean and Latin America to exchange best practices in digital government, public service innovation, data management, and cybersecurity.

Reflecting on the experience, Ms. Isoke Perry said the most impactful lesson was the importance of implementing a national Digital Identity system.

“A Digital ID will allow citizens to securely access government services anytime and anywhere using a single identity. While it is an ambitious undertaking, every successful digital transformation begins with clean, digitized data. Once we successfully introduce one digital service through Digital ID, it will create momentum for many more citizen-focused services.”

Ms. Heidi Skerritt emphasized that quality data is the foundation of every successful digital service.

“This workshop reinforced that clean and accurate data is essential to efficient government. By strengthening our data quality standards and investing in skilled personnel, we can deliver faster, more reliable services while creating new opportunities for innovation and economic growth.”

The Ministry expects the knowledge gained will assist to strengthen Antigua and Barbuda’s digital transformation by improving public service delivery, enhancing digital governance, strengthening cybersecurity, and supporting the development of secure and resilient digital infrastructure.

The Government of Antigua and Barbuda and the Minister of ICTs, Hon. Melford Nicholas, remains committed to investing in innovation, international partnerships, and capacity building as it continues to modernize public services for the benefit of all citizens.
