Prime Minister the Right Honourable Gaston Browne has challenged small states to move beyond the traditional narrative of vulnerability and assert their strategic relevance in the global economy, emphasizing that limited size must never restrict national ambition or the capacity to contribute to international prosperity.

Speaking at the Commonwealth Ministerial Meeting on Small States (CMMSS 2026), convened in Antigua and Barbuda as part of the Commonwealth Heads of Government Meeting, Prime Minister Browne called for a fundamental repositioning of small states within the international community.

The meeting, held under the theme “Scaling-up Partnerships and Investments for Resilient Small States,” brought together Commonwealth ministers to consider practical approaches to strengthening partnerships, mobilizing investment and building more resilient economies.

Prime Minister Browne acknowledged that small states face significant structural disadvantages and vulnerabilities, but argued that these circumstances should not define their identity or determine the limits of their aspirations.

“Antigua and Barbuda recognizes that our small size must not limit our mission. And this should be the mantra of all small states. There is no way that we should allow our small size to limit our mission,” the Prime Minister declared.

He explained that small states are not simply vulnerable economies requiring international assistance, but innovative nations possessing strategic assets, valuable resources and significant opportunities for investment.

In outlining Antigua and Barbuda’s approach, Mr. Browne highlighted the country’s efforts to position itself to benefit from emerging opportunities in renewable energy, artificial intelligence and digital innovation.

He disclosed that the Government is pursuing an ambition to establish Antigua and Barbuda as an emerging centre for artificial intelligence and digital transformation in the Caribbean, while advancing the comprehensive digitalization of the public sector by 2030.

The Prime Minister also highlighted the work of the Small Island Developing States (SIDS) Centre of Excellence, launched in 2025, as an important initiative designed to strengthen research, innovation, technical capacity and access to solutions and financing tailored to the particular circumstances of small island developing states.

He identified three important priorities for Commonwealth small states: strengthening their collective influence in international decision-making; repositioning themselves beyond the traditional narrative of vulnerability by highlighting their strategic relevance and contribution to global prosperity; and deepening partnerships while significantly increasing investment to translate shared ambitions into tangible outcomes.

Prime Minister Browne urged ministers to champion the interests of small states and encourage influential international partners to support advocacy efforts and ensure that their concerns are reflected in the agendas of major global institutions, including the G7 and G20.

He also stressed the importance of making the Commonwealth an effective mechanism for connecting small states with investors, development partners, technology providers and international financial institutions.

The Prime Minister noted that the gathering in Antigua and Barbuda provided an important opportunity to bring investors and representatives of small states together to explore projects and investment possibilities.

He maintained that the effectiveness of the meeting and the wider Commonwealth engagement must ultimately be judged by the decisions taken, investments secured and opportunities created for citizens.

“The issue is what we have achieved in terms of decisions that we have made, investments that would have materialized,” he emphasized.

He further declared that the collective strength of Commonwealth nations must be measured not merely by the solidarity they express, but by the opportunities they create, the investments they mobilise and the progress they deliver for their people.

Prime Minister Browne called for a renewed commitment to ensuring that small states are empowered to shape their own futures, participate meaningfully in the global economy and contribute to international prosperity.

He concluded that the Commonwealth must move beyond defining the challenges confronting small states and concentrate on delivering transformative results that improve the lives of their citizens.
