    Antigua and Barbuda Preparing for Increase in Prison Population Following Tougher Sentences

    The Antigua and Barbuda government is preparing for a possible increase in the prison population following the passage of tougher sentencing measures for serious crimes.

    Prime Minister Gaston Browne told Cabinet that the strengthened sentencing framework is expected to place additional demands on His Majesty’s Prison and said the government must plan accordingly.

    The issue was discussed Wednesday as Cabinet reviewed the government’s broader response to gun violence, serious criminal activity and offences against children.

    The House of Representatives on Monday passed amendments strengthening penalties for serious firearm offences and sexual offences against minors.

    Browne told Cabinet that the anticipated impact of the tougher sentences would require changes not only at the prison but across the wider justice system.

    Cabinet discussed the need for additional magistrates and judges where necessary to ensure criminal cases move through the courts efficiently and that increased enforcement does not lead to unnecessary delays.

    The prime minister also called for reform of the prison system, with greater emphasis on rehabilitation and skills development to prepare inmates for productive reintegration into society.

    He directed the attorney general and relevant prison authorities to develop a comprehensive prison reform programme within 30 days for Cabinet’s consideration.

    The government is also looking at expanding productive activities at the prison farm, including bringing additional land into production and increasing the cultivation of food crops and rearing of livestock.

    Browne said the government’s response to crime must combine stronger legislation, effective policing and meaningful rehabilitation of offenders.
