The Caribbean Community (CARICOM) has identified the Honourable Michael Joseph, Minister of Health, Wellness, Environment and Civil Service Affairs, among regional ministers selected to lead negotiations on key climate priorities at the 31st United Nations Climate Change Conference (COP31), scheduled for November 9–20, 2026, in Antalya, Türkiye.

Minister Joseph has been selected to lead CARICOM’s engagement in two critical negotiating areas: Climate Finance and Science.

His selection underscores Antigua and Barbuda’s contribution to the region’s efforts to advance climate action, strengthen resilience and secure the financial and scientific support necessary to address the particular vulnerabilities of Small Island Developing States (SIDS).

Other regional ministers selected to lead CARICOM’s negotiating priorities include Hon. Cozier Frederick of Dominica and Hon. Matthew Samuda of Jamaica for Adaptation; Hon. Matthew Samuda and Hon. Marsha Caddle of Barbados for the Cover Decision; Hon. Marsha Caddle and Hon. Orlando Habet of Belize for Finance; Senator the Hon. Dr. Joyelle Clarke of St. Kitts and Nevis for Global Stocktake and Just Transition; Hon. Marsha Caddle and Hon. Lisa Jawahir of Saint Lucia for Loss and Damage; and Hon. Orlando Habet and H.E. Patrick Loys Brunings of Suriname for Markets.

Ahead of COP31, CARICOM has called for a balanced, ambitious and implementation-focused outcome that safeguards the 1.5°C temperature goal, advances climate justice and ensures that the needs and special circumstances of Small Island Developing States are adequately addressed.
