Ecuador has urged Antigua and Barbuda to consider placing the right to education in its Constitution and adopt legislation guaranteeing at least 12 years of free primary and secondary schooling.

The recommendations were made during Antigua and Barbuda’s fourth Universal Periodic Review before the United Nations Human Rights Council.

Ecuador called on the Government to strengthen its legal framework for education through constitutional protection of the right and legislative measures guaranteeing free schooling.

The proposals would give education explicit constitutional recognition while establishing a legal guarantee covering at least 12 years of primary and secondary education.

Responding during the review, Antigua and Barbuda’s delegation said the Government places the “utmost importance” on education and has worked to ensure free access for all.

The delegation said the right to education is already provided for through the Education Act. However, it said constitutional changes require special procedures, including a two-thirds parliamentary majority and a referendum, presenting a challenge to reform.

Other countries also recommended stronger education guarantees.

The Dominican Republic called for at least 12 years of free primary and secondary education and one year of free preschool. Cyprus recommended expanding access to free education, including one year of free and compulsory preprimary schooling.

Antigua and Barbuda reserved its position on the recommendations received during the review, saying the Government would consider them and undertake consultations before formally responding.
