The Government of Antigua and Barbuda is considering changes to the Sexual Offences Act as the country faces renewed international calls to criminalize marital rape in all circumstances.

Foreign Affairs Minister E.P. Chet Greene addressed the matter during Antigua and Barbuda’s fourth Universal Periodic Review before the United Nations Human Rights Council.

“We are aware of the concerns with respect to the criminalization of marital rape,” Greene said. “The Government is currently considering an amendment to the Sexual Offences Act, including addressing provisions regarding the age of consent.”

He said any proposed amendment would be subjected to wide public consultation, including presentations to religious groups and civil society.

During the review, Finland recommended that Antigua and Barbuda criminalize marital rape in all circumstances and fully implement its national plan to end violence against women and girls.

Cyprus also called on the country to fully criminalize marital rape while strengthening survivor-centred support services and implementing its gender equality and gender-based violence policies.

Greene said addressing gender-based and sexual violence remains a priority for the Government.

He pointed to services provided through the Directorate of Gender Affairs and the Support and Referral Centre, where survivors can access forensic medical care, legal assistance and crisis support.

The Government also reported that Cabinet has approved the construction of a purpose-built emergency shelter for survivors of domestic violence.

Antigua and Barbuda has not yet formally accepted or rejected the recommendations made during the UN review. The delegation said the Government would consult on them before submitting its response.
